Section 53

The Council shall meet at such time and place and as often as may be necessary.

Nine members present at any meeting of the Council shall constitute a quorum for the transaction of any business.

A decision of the majority of the members of the Council present and voting at any meeting of the Council shall be a decision of the Council.

The chairman or the person lawfully acting as chairman at any meeting of the Council shall have an original as well as a casting vote.

The Council may regulate its own procedure and, in particular, the holding of meetings, the notice to be given of such meetings, the proceedings thereat, the keeping of minutes and the custody, production and inspection of such minutes.[38
