1. The fare adjustment formula is 0.5 cCPI + 0.4 WI + 0.1 EI + NCF – 0.1%, where —
cCPI is the change in Core Consumer Price Index between year 2020 and its previous year;
WI is the change in National Average Monthly Earnings between year 2020 and its previous year, adjusted to account for any change in the employer’s Central Provident Fund contribution rate as specified in the Central Provident Fund Act 1953; (c)EI is the change in Energy Index for electricity and fuel between year 2020 and its previous year; and (d)NCF is the Network Capacity Factor. 2. In paragraph 1(d), the Network Capacity Factor is ascertained by the formulawhere —
A1 is the sum of the following quantum in respect of every part of the rapid transit system that was open for travel by passengers on a train:
the quantum that is the product of —
the total distance travelled during the month of January 2020 by a train that carried passengers as part of a train service on every such part of the rapid transit system, starting on the first day of the 18th month after the month in which the part of the rapid transit system was open for travel; and
the passenger capacity of the train;
the quantum worked out in accordance with sub‑paragraph (i) for that month in respect of every other train that carried passengers as part of a train service on every such part of the rapid transit system; (b)A2 is the sum of the following quantum in respect of every part of the rapid transit system that was open for travel by passengers on a train:
the quantum that is the product of —
the total distance travelled during the year 2019 or part of that year by a train that carried passengers as part of a train service on every such part of the rapid transit system, starting on the first day of the 18th month after the month in which the part of the rapid transit system was open for travel; and
the passenger capacity of the train;
the quantum worked out in accordance with sub‑paragraph (i) for that year or part of that year in respect of every other train that carried passengers as part of a train service on every such part of the rapid transit system;
B1 is the total distance travelled during the same period referred to in sub‑paragraph (a)(i) and (ii) on every part of the rapid transit system specified in A1 by every passenger on every train that was part of a train service;
B2 is the total distance travelled during the same period referred to in sub‑paragraph (b)(i) and (ii) on every part of the rapid transit system specified in A2 by every passenger on every train that was part of a train service; (e)C1 is the sum of the following quantum:
the quantum that is the product of —
the total distance travelled during the month of January 2020 by a bus that carried passengers as part of a bus service; and
the passenger capacity of the bus;
the quantum worked out in accordance with sub‑paragraph (i) for that month in respect of every other bus that carried passengers as part of a bus service;
C2 is the sum of the following quantum:
the quantum that is the product of —
the total distance travelled during the year 2019 by a bus that carried passengers as part of a bus service; and (B)the passenger capacity of the bus;
the quantum worked out in accordance with sub‑paragraph (i) for that year in respect of every other bus that carried passengers as part of a bus service;
D1 is the total distance travelled during the same period referred to in sub‑paragraph (e)(i) and (ii) by every passenger on every bus that carried passengers as part of a bus service; and
D2 is the total distance travelled during the same period referred to in sub‑paragraph (f)(i) and (ii) by every passenger on every bus that carried passengers as part of a bus service.
3. A reference in paragraph 2(a) to (d) to a part of the rapid transit system includes an extension of an existing part of the system, but (to avoid doubt) excludes a new station on an existing part of the system.
4. The reference to a bus in paragraph 2(e) and (f) does not include any bus designated by the LTA for the purpose of its programme to provide backup capacity to support the rail network on or after 1 January 2018.[S 799/2021]
