Section 29
Power to make regulations
(1)
The Board may, with the approval of the Minister, make such regulations as it thinks fit for the management and control of the national parks and the nature reserves and, in particular, for any of the following purposes within the national parks and the nature reserves:
the preservation of order and the prevention of nuisance;
prescribing the days and times of admission;
the preservation and protection of flora, fauna and property;
the admission of vehicles and the regulation of traffic;
the prohibition of any particular act therein;
prescribing the fees payable in respect of admission;
prescribing for the forfeiture, sale or disposal of any vehicle or thing removed under section 36 and the recovery of any expenses connected therewith;
prescribing the circumstances in which the owner of any matter or thing which has been brought into, left in or used in any national park or nature reserve in contravention of this Act or any regulations made thereunder shall be presumed to have committed that offence; and
prescribing that any act or omission in contravention of any regulations made under this Act shall be an offence and prescribing a fine not exceeding $5,000 for such offence.

In subsection (1)(h), “owner”, in relation to a vehicle, includes —
every person who is the joint owner or part owner of the vehicle and any person who has the use of the vehicle under a hire-purchase agreement but not the lessor under any such agreement;
the person in whose name the vehicle is registered except where such person has sold or otherwise disposed of the vehicle and has complied with the provisions of the rules applicable to him in regard to such sale or disposal; and
in the case of a vehicle in respect of which a general licence is issued under section 28 of the Road Traffic Act [Cap. 276], the person to whom such general licence is issued.
