Committee on Fostering
(1)
The Minister may establish a Committee on Fostering consisting of such persons as the Minister thinks fit.
(2)
The members of the Committee on Fostering may be appointed by the Minister for such period as the Minister determines.
(3)
The functions of the Committee on Fostering are —
to periodically review cases where a child or young person is committed to the care of a foster parent under a voluntary care agreement or an order made under section 54(1)(b) or 56(2), or section 57 read with section 56; and
to advise the Director‑General or a protector on —
whether a proper care plan is implemented by the foster parent for the child or young person; and
if so, whether the foster parent is providing care, protection and supervision to the child or young person in accordance with the proper care plan.
(4)
In this section, “proper care plan” means a plan for the care of a child or young person which —
is formulated by the Director‑General; or
if formulated by a protector or an approved welfare officer, meets such requirements as may be specified by the Director‑General.[27B
