Section 16

Any person who, without reasonable excuse, is in default in relation to any requirement imposed by section 11(3) or (4), 12(2) or (3), 14(2), (6) or (7) or 15(2) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 3 years or to both and, in the case of a continuing offence, to a further fine not exceeding $100 for every day or part of a day during which the offence continues after conviction.[18
