Other complaints
(1)
If a seaman employed on a ship considers that he or she has cause to complain about the master or any other seaman employed on the ship or about the conditions on board the ship, the seaman may complain to the master.
(2)
If the seaman is dissatisfied with the action taken by the master on the complaint or by the master’s failure to take any action, the seaman may state his or her dissatisfaction to the master and may complain to the Director; and thereupon the master must make adequate arrangements to enable the seaman to do so as soon as the service of the ship permits.
(3)
If the master of a ship, without reasonable cause, fails to comply with this section, the master shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.
