Section 16

Application of this Part

(1)

This Part shall apply to all individuals, whether resident in Singapore or not and whether citizens of Singapore or not, and to all bodies corporate or unincorporate, whether incorporated or carrying on business in Singapore or not.

(2)

Nothing in this Part shall be construed to limit or in any way affect the operation of, or the exercise of any power by any person conferred by or under, any other written law.

(3)

In this Part, “regulated person” means —

(a)

such person —

(i)

who is the proprietor of any newspaper as defined in section 2 of the Newspaper and Printing Presses Act (Cap. 206); or

(ii)

who holds any broadcasting licence granted under the Broadcasting Act (Cap. 28), whether before, on or after 1st January 2003; or

(b)

in the case of section 23, such newspaper company as defined in section 2 of the Newspaper and Printing Presses Act,as the Minister may, by notification in the Gazette, specify.
