Failure to surrender cancelled or invalid Singapore passport, etc.
(1)
If —
the person to whom a Singapore passport or a Singapore temporary travel document ceases to be a citizen of Singapore;
the person knows that he or she has ceased to be a citizen of Singapore; and
the person fails to surrender his or her Singapore passport or Singapore temporary travel document to an authorised officer within 24 hours after the first time the person knows that he or she ceased to be a citizen of Singapore,the person shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $3,000 or to imprisonment for a term not exceeding 2 years or to both.

In the case where the person to whom a Singapore passport or a Singapore temporary travel document is issued is a child, any person who has parental responsibility for the child shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $3,000 or to imprisonment for a term not exceeding 2 years or to both if —
the child ceases to be a citizen of Singapore;
the person who has parental responsibility for the child knows that the child has ceased to be a citizen of Singapore; and
the person who has parental responsibility for the child fails to surrender the child’s Singapore passport or Singapore temporary travel document to an authorised officer within 24 hours after the first time the person knows that the child ceased to be a citizen of Singapore.
(3)
Subsections (1) and (2) do not apply if the person, or the person who has parental responsibility for the child (as the case may be) has a reasonable excuse.
