Restrictions on certain other services
(1)
Subject to subsection (3), no person shall establish, maintain, offer or provide any accreditation or certification scheme relating, whether directly or indirectly, to private education institutions or private education without the approval of the Council.
(2)
Subject to subsection (3), no person in Singapore shall offer or provide any examination service to any private education institution in Singapore or elsewhere without the approval of the Council.
(3)
Subsection (1) or (2) shall not apply to —
the Government, any statutory authority constituted by or under any written law for a public purpose, or any entity owned or controlled by the Government or such statutory authority; or
such other persons as may be prescribed.
(4)
Any approval of the Council under subsection (1) or (2) —
may be granted subject to such terms and conditions as the Council may specify; and
may be revoked at any time by the Council by notice in writing.
(5)
Any person who contravenes subsection (1) or (2) shall be guilty of an offence.
