Section 28

Any decision by any person purporting to be made in the name or on behalf of the Pioneer Generation Appeals Panel before its formation under section 15, has effect, and is taken always to have had effect, as if it had been made on 9 March 2015 by the Pioneer Generation Appeals Panel under section 13.

Anything done under or for the purposes of such a decision mentioned in subsection (1), is as valid, and is taken always to have been as valid, as it would have been if the decision had been made by the Pioneer Generation Appeals Panel under section 13.

Any application lodged before 9 March 2015 to any person purporting to act in the name or on behalf of the Pioneer Generation Appeals Panel and in respect of which no decision as mentioned in subsection (1) is made before that date is deemed to be a verification application made under section 13(2).
