Clause 17

Withholding of licences

If the Registrar has reasonable cause to believe that a driving licence is in the possession of any other than the person to whom it was issued, he may by notice in writing served personally on the person in whose possession such licence is alleged to be, require him forthwith to deliver the same to the Registrar who shall in the absence of any reason to the contrary deliver the said driving licence to the person to whom it was issued. Any person who without reasonable cause fails to comply with a notice under this section shall be guilty of an offence under this Ordinance.
