Transitional provisions
(1)
In any other written law and in any other document whatsoever, unless the context otherwise requires, any reference to a local authority or the City Council or the Rural Board or any officer thereof, shall be construed as a reference to the Government, Minister or public officer for the time being, under and by virtue of this Ordinance, discharging the functions hitherto performed by such local authority, the City Council, Rural Board or any officer thereof, as the case may be.

Any scheme, contract, document, licence, permission or resolution prepared, made, granted or approved under the Municipal Ordinance, the Local Government Ordinance, 1957 (Cap. 133, (1936 Edition)), and any written law repealed by this Ordinance (Ord. 24 of 1957), in so far as such scheme, contract, document, licence, permission or resolution could be prepared, made, granted or approved under and by virtue of this Ordinance shall, except where in this Ordinance otherwise expressly provided, continue and be deemed to have been prepared, made, granted or approved, as the case may be, under this Ordinance.

Any proceeding or cause of action pending or existing immediately prior to the coming into operation of this Ordinance by or against the City Council, the Rural Board or any officer thereof in respect of any function which under and by virtue of this Ordinance is vested in the Government may be continued and enforced by or against the Government, as it might have been by or against the City Council, the Rural Board or any officer thereof, if this Ordinance had not been passed.
(4)
Notwithstanding any other provisions of this Ordinance and the repeal by this Ordinance of any written law, any subsidiary legislation made under such repealed written law shall remain in force until it has been revoked or replaced by subsidiary legislation issued or made under this Ordinance:Provided that the Minister may by order vary, amend, extend or revoke such subsidiary legislation so remaining in force or any part thereof as he thinks fit.
