Clause 98

All dirt, dust, ashes, rubbish, sewage, night-soil, dung, filth and trade, garden and stable refuse collected by the employees or contractors of the Government from streets, houses, privies, sewers and cesspools or brought by any person to the Government refuse disposal centre shall be the property of the Government which may sell or dispose of the same as it thinks proper.
