Clause 12

Section 21 of the Ordinance is hereby amended by deleting subsection (1) thereof and substituting therefor the following: —“(1) Every marriage purported to be solemnized in Singapore shall be void unless a certificate for marriage or a licence authorising the marriage has been obtained from the Registrar.”.
