Clause 14

No legal proceedings whatsoever shall lie, or be instituted or maintained in any court for or on account of any loss of, or damage to any article or publication seized, detained, confiscated or destroyed under the provisions of section 10, 11 or 12 of this Act, or for or on account of any delay in the delivery or return of such article or publication to the person to whom such article or publication would otherwise have been delivered or returned.
