Meetings of the Council
(1)
Every question before the Council at any meeting shall be decided by a majority of the votes of the members present.
(2)
Six members present at any meeting of the Council shall form a quorum:Provided that for the purposes of paragraphs (c), (d) and (e) of section 9 of this Act, the quorum shall not be less than ten members.
(3)
The Chairman of any meeting of the Council shall have an original vote and, in the case of equality of votes, may exercise a second or casting vote.
