Duty of owners and sellers to supply documents and information
(1)
At any time before the final payment has been made under a hire-purchase agreement the owner shall, within fourteen days after he has received a request in writing from the hirer, supply to the hirer a copy of any memorandum or note of the agreement, together with a statement signed by the said owner or his agent showing —
the amount paid to the owner by or on behalf of the hirer;
the amount which has become due under the agreement but remains unpaid; and
the amount which is to become payable under the agreement.
(2)
Notwithstanding the provisions of subsection (1) of this section, an owner need not comply with such a request if he has sent the hirer a copy of the agreement and a statement under this section within a period of three months immediately preceding the receipt of the request.
(3)
In the event of a failure without reasonable cause to comply with subsection (1) of this section then, while the default continues —
the owner shall not be entitled to enforce —
the agreement against the hirer;
any right to recover the goods from the hirer; or
any contract of guarantee relating to the agreement; or
any security given by the hirer in respect of money payable under the agreement or given by a guarantor in respect of money payable under a contract of guarantee relating to the agreement shall not be enforceable against the hirer or the guarantor by any holder thereof.

If the default continues for a period of one month, the owner shall be guilty of an offence and shall be liable on conviction to a fine not exceeding two hundred dollars.
