Clause 18

Persons unable to meet necessary expenditure

If it appears to the Commissioner or a Medical Officer of Health after due inquiry that any person has not the means to meet the necessary expenses of doing anything required to be done by him under this Act, such necessary expenses may be paid out of the Consolidated Fund.
