Clause 20

All dirt, dust, ashes, rubbish, sewage, night-soil, dung, filth and trade refuse, garden refuse and stable refuse, scrap metal, bottles and any matter or thing collected by the employees, contractors or agents of the Government from streets, houses, privies, sewers and cesspools or brought by any person to the Government refuse disposal ground or incinerator shall be the property of the Government which may sell or dispose of the same as it thinks proper.
