Prohibition against unauthorised collection of night-soil
(1)
In any area to which a system for the collection and removal of night-soil has been made applicable by the Commissioner under the provisions of subsection (1) of section 21 of this Act —
no person other than an employee, contractor or agent of the Commissioner shall, except with the permission in writing of the Commissioner, collect or remove any night-soil; or
no person shall refuse any service for the collection and removal of night-soil provided by the Commissioner, either directly or through contractors or agents.
(2)
Any person who contravenes the provisions of subsection (1) of this section shall be guilty of an offence under this Act and shall be liable on conviction to a fine not exceeding one thousand dollars.
