Insufficient and defective sanitary conveniences
(1)
If it appears to the Commissioner —
that any building or part thereof is without sufficient sanitary conveniences; or
that any sanitary conveniences provided for or in connection with a building or part thereof are in such a state as to be prejudicial to health or a nuisance and cannot without reconstruction be put into a satisfactory condition,the Commissioner shall, by notice in writing to the owner of the building, require him to provide the building or any part thereof with such sanitary conveniences as may be necessary.
(2)
The Commissioner may, in his discretion, by notice in writing to the owner of any building or part thereof, require him to re-site any latrine attached thereto.
