Clause 4
Meetings of the Board and quorum
(1)
The Board shall meet at such times and such places as the Chairman may appoint.
(2)
At any meeting of the Board three members thereof shall form a quorum and no business shall be transacted at any meeting unless a quorum is present.
(3)
At any meeting of the Board the Chairman shall preside and in his absence the members present shall elect one of their number to preside over the meeting.
(4)
The member presiding at any meeting of the Board shall have a deliberative vote, and, in any case where the votes are evenly divided, a casting vote.
(5)
Subject to the provisions of this Act and of any regulations made thereunder the Board may determine its own procedure.
