New section 28A
The Ordinance is hereby amended by inserting immediately after section 28 thereof the following new section: —“Driving a motor vehicle which emits excessive smoke28A.—
If any smoke or visible vapour is emitted from any motor vehicle used on a road and the emission thereof causes or is likely to cause annoyance or danger to the public, or injury or damage to any person or property, the owner and the driver of such vehicle shall be guilty of an offence under this Ordinance and shall be liable on conviction to a fine not exceeding five hundred dollars, and in the case of a second or subsequent conviction to a fine not exceeding one thousand dollars or to imprisonment for a term not exceeding three months or to both such fine and imprisonment.(2) Notwithstanding anything to the contrary in this Ordinance or in the Singapore Traction Ordinance (Cap. 111), this section shall apply to cars as defined in the Singapore Traction Ordinance.”.
