Clause 13

Recovery of costs of removing oil

If any oil, mixture containing oil, refuse, garbage, waste matter, substance of a dangerous or obnoxious nature, or trade effluent is discharged from any vessel, or two or more vessels —

(a)

into Singapore waters; or

(b)

into the sea outside the territorial limits of Singapore and such oil, mixture containing oil, refuse, garbage, waste matter, substance of a dangerous or obnoxious nature, or trade effluent subsequently flows or drifts into Singapore waters,the owner of the vessel shall be liable, or the owners of all the vessels concerned shall be jointly and severally liable (as the case may be), to pay for the costs incurred by the appointed authority in removing or eliminating the oil, mixture containing oil, garbage, waste matter, substance of a dangerous or obnoxious nature, or trade effluent.
