every person employed by the Board in its Urban Renewal Department; and

such persons, as the Minister may think fit, who were employed by the Government immediately prior to the date of the coming into operation of this Act and were engaged in discharging one or more of the functions vested in the Authority by this Act,shall be deemed to be transferred to the service of the Authority on terms not less favourable than those they enjoyed immediately prior to their transfer, and such terms, which shall be determined by the Authority, shall take into account the salaries and conditions of service, including any accrued rights to leave, enjoyed by them when in the employment of the Government or of the Board, as the case may be.
