Clause 23

The Authority shall, from time to time, prepare and submit to the Minister proposals, plans and projects showing the nature of the work proposed to be executed and other steps proposed to be undertaken by the Authority under the provisions of sections 15, 16 and 22, and the Minister may reject or approve any such proposal, plan or project or any part thereof either without modification or subject to such modification as he may think fit.

Every such proposal, plan or project submitted by the Authority under this section shall be in such form and contain such particulars as the Minister may direct.
