Refund of deposit when building works are not commenced
Any person who has made a deposit under section 11 and who subsequently does not proceed with the construction of the buildings on the cancellation of the approval granted by the competent authority may notify the Commissioner who may in his discretion refund the deposit or part thereof as he may determine.
