Assistance in organisation of co-operatives and technical advice
(1)
The Registrar shall provide the services of co-operative officers to give such assistance and technical advice in the formation, organisation and operation of societies as will enable them to comply with the provisions of this Act.
(2)
The Registrar may delegate his functions referred to in subsection (1), partly or totally, to a co-operative apex organisation.
(3)
Where the Registrar is satisfied that a substantial number of members of a society are unacquainted with the English language, he shall cause the society to translate its by-laws into a language with which its members are acquainted, except that on any matter of interpretation the English version of the by-laws shall prevail.
