Clause 4

Section 59 of the principal Act is amended by deleting the full-stop at the end and substituting a colon, and by inserting immediately thereafter the following proviso: —“Provided that when as a result of unavoidable circumstances an application cannot be made within the period of six months, the Commissioner may, in his discretion, allow the application to be made within such further period as the Commissioner considers reasonable.”.
