Amendment of section 39
Section 39 of the principal Act is amended —
(a)
by inserting, immediately after the words “and shall” in the fourth line of subsection (3), the words “, subject to subsection (4),”;
(b)
by inserting, immediately after subsection (3), the following subsection:“(4) The Registrar may refuse to register any alteration of the rules if he is of the opinion that the new rule or altered rule is unlawful or is oppressive or unreasonable.”; and
(c)
by renumbering the existing subsections (4) and (5) as subsections (5) and (6), respectively.
