Clause 4

Section 11 (1) of the principal Act is deleted and the following subsections substituted therefor:“(1) At every meeting of the Committee 8 members of the Committee shall form a quorum.(1A) The first Deputy Chairman shall in the absence of the Chairman preside at any meeting of the Committee; and in the absence of both the Chairman and the first Deputy Chairman, the second Deputy Chairman shall preside at the meeting.(1B) An alternate member of the Committee may attend any meeting of the Committee and, subject to the rules, in the absence of any member of the Committee in respect of whom he is the alternate member shall have the right to vote at the meeting and when so voting shall be deemed to be a member of the Committee.”.
