Clause 6

Section 23 of the principal Act is amended by deleting paragraph (h) and substituting the following paragraphs:“(h)penalties for any contravention or failure to comply with any of the provisions of any rule made under this section except that no such penalty shall exceed $1,000 in the case of a first offence or $2,000 or 6 months’ imprisonment or both in the case of a second or subsequent offence;
