Clause 3

Section 7 of the principal Act is amended by inserting, immediately after subsection (4), the following subsection:“(5) Any person who commits a breach of any of the by-laws in the Second Schedule or makes default in complying with any of the said by-laws, and every member who is knowingly a party to the breach or default, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000.”.
