New section 136A

The Customs Act is amended by inserting, immediately after section 136, the following section:“Motor vehicle leaving Singapore with less than half a tank of motor spirit136A.—

(1)

Except with the written permission of the Director-General, any person, being in charge of a motor vehicle registered under the Road Traffic Act [Cap. 276], who leaves or attempts to leave Singapore in that motor vehicle with less than half of the total capacity of its fuel supply tank filled with motor spirit shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $500.(2) For the purposes of subsection (1) —

(a)

where a motor vehicle is fitted with an instrument or gauge which indicates or measures the amount of motor spirit in its fuel supply tank, the indication or measurement on that instrument or gauge shall until the contrary is proved be evidence of the amount of motor spirit in the fuel supply tank of that motor vehicle;

(b)

the proper officer of customs may measure or otherwise ascertain the quantity of motor spirit carried in the fuel supply tank of any motor vehicle registered under the Road Traffic Act.”.
