Clause 3

Section 10 of the principal Act is amended by deleting subsection (1) and substituting the following subsection:“(1) Except as otherwise provided by this Act or the rules, no person shall keep or use a vehicle unless it has been registered under this Act and its registration under this Act has not been cancelled.”.
