Board of visitors
(1)
The Minister may, by notification in the Gazette, appoint such persons as he may think fit to be members of a board of visitors in respect of any approved school, approved home, remand home, place of detention or place of safety for such period as may be specified in the notification.
(2)
Every person appointed under subsection (1) may enter at all reasonable times any approved school, approved home, remand home, place of detention or place of safety and make such inquiries or examination therein as appear to him necessary and shall also make such reports as may be required by the Minister.
(3)
Any manager who refuses admittance to any such visitor or to the Director or any officer deputed by the Director for the purpose or offers any hindrance or obstruction to those persons after their identity is reasonably established shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000.
