Powers of receiver in case of ships in distress
(1)
The receiver may, with a view to the preservation under section 147 of shipwrecked persons or of the ship, cargo or apparel —
(a)
require such persons as he thinks necessary to assist him;
(b)
require the master or other person having the charge of any ship near at hand to give such aid with his men or ship as is in his power; and
(c)
demand the use of any vehicle that may be near at hand.
(2)
Any person who refuses without reasonable cause to comply with any such requisition or demand shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.
