Prohibition of going to sea undermanned
Subject to any exemption under section 215, if a ship goes to sea or attempts to go to sea without carrying such number of officers, doctors and other seamen as it is required to carry under section 47, the owner or the master of the ship shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 and the ship may be detained.
