Handing over of documents on change of master
If a person ceases to be the master of a ship, he shall deliver to his successor the documents relating to the ship or its crew which are in his custody; and if he fails without reasonable cause to do so, he shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000.
