SIXTH SCHEDULESection 45Miscellaneous amendmentsFirst column Second column1.Parking Places Act (Chapter 214)(a)Delete the definition of “Director General” in section 2 and substitute the following definition:“ “Authority” means the Land Transport Authority of Singapore established under the Land Transport Authority of Singapore Act 1995;”.(b)Repeal section 2A and substitute the following section:“Administration of this Act2A.—

(1)

The Authority shall be responsible for the general administration of this Act.(2) The Authority shall appoint one of its officers as the Superintendent of Car Parks who shall carry out such duties as may be assigned to him by the Authority under this Act and any rules made thereunder.(3) The Authority may appoint public officers and officers employed by other statutory bodies as Deputy Superintendents and Assistant Superintendents of Car Parks for the purposes of this Act.”.(c)Repeal section 7 and substitute the following section:“Authority not liable for loss or damage

7. The exercise by the Authority of its powers under this Act with respect to the use as a parking place or otherwise of any part of a road or any other place shall not render the Government or the Authority subject to any liability in respect of loss or damage to any vehicle or the fittings or contents of any vehicle parked in such parking place or otherwise or to any liability in respect of any injury or death suffered by any person in such parking place or otherwise.”.(d)Insert, immediately after paragraph (a) in section 8(1), the following paragraph:“(aa)as to the number of parking places and spaces therein for vehicles to park in to be provided on any class of land or buildings, the minimum dimensions and area of such parking places and spaces therein and the arrangement of such spaces, and the conditions (including the payment of moneys or giving of security to the Authority) under which a waiver of these requirements relating to parking places may be granted by the Authority;”.(e)Delete the word “Minister” in section 11(1) and substitute the word “Authority”.(f)Delete the word “he” in section 11(1) and substitute the word “it”.(g)Delete the word “Director-General” wherever it appears in section 15(7) and (8) and section 17A and the marginal note thereto and substitute in each case the word “Authority”.(h)Delete the word “his” in section 15(8) and substitute the words “its or his”.2.Planning Act (Chapter 232)Delete paragraph (e) of section 30(2).3.Road Traffic Act (Chapter 232)(a)Insert, immediately before the definition of “bicycle” in section 2(1), the following definition:“ “Authority” means the Land Transport Authority of Singapore established under the Land Transport Authority of Singapore Act 1995;”.(b)Delete the words “, 134 and 135(2)” in the definition of “Minister” in section 2(1) and substitute the words “and 134”.(c)Repeal section 9 and substitute the following section:“Appointment of Registrar, Deputy Registrar and assistant registrars9.—

(1)

The Authority shall appoint one of its officers as the Registrar of Vehicles who shall carry out such duties as may be assigned to him under this Act and the rules(2) The Authority may appoint from among its officers a Deputy Registrar and such number of assistant registrars as may from time to time be required for the purposes of this Act.(3) The Authority may from time to time give to the Registrar such directions, not inconsistent with the provisions of this Act, as it may consider necessary for carrying out the provisions of this Part, and may from time to time vary or revoke such directions, and the Registrar shall comply with any directions so given.(4) The Registrar shall cause to be printed and provided the forms of licences and of applications for the licences and all declarations, notices, returns, books of accounts and other documents required by the rules or otherwise by law required with respect to any matter to which this Act relates.”.(d)Insert, immediately after the words “a police officer” in sections 132(1) and 133(1), the words “or an employee of the Authority authorised in that behalf”.(e)Insert, immediately after the words “rank of sergeant” in section 133(7), the words “or an employee of the Authority”.(f)Repeal section 135 and substitute the following section:“Composition of offences135.—

(1)

The Deputy Commissioner of Police, any police officer not below the rank of sergeant specially authorised by name in that behalf by the Deputy Commissioner of Police by notification in the Gazette or any employee of the Authority specially authorised by name in that behalf by the Minister for Communications by notification in the Gazette may, in his discretion, compound any such offence under this Act or the rules as may be prescribed as an offence which may be compounded by the Deputy Commissioner of Police or such police officer or employee of the Authority by collecting from the person reasonably suspected of having committed the offence a sum of money not exceeding $200.(2) The appropriate Minister may make rules to prescribe the offences which may be compounded by the officers and persons referred to in subsection (1) and the method and procedure by which those offences may be compounded under this section.”.(g)Repeal section 137 and substitute the following section:“Moneys received under this Act

137. Except as otherwise provided in the Land Transport Authority of Singapore Act 1995, all moneys received by the Deputy Commissioner of Police and by the Registrar under this Act shall be paid into the Consolidated Fund.”.(h)Delete the word “Minister” wherever it appears. in the following provisions and substitute in each case the word “Authority”: sections 4(2), 5(1) and (2), 6, 30(3), 77(5) and (6), 86 (and marginal note), 89, 90(1) and (4), 98 (sixteenth line), 100(2), 103, 109, 1117 118 (1), (3) and (4), 119(4) and (5) and 144(3).(i)Delete the word “Minister” wherever it appears in section 119(1), (2) and (8) and section 120(1) and substitute in each case the words “Authority, with the approval of the Minister,”.(j)Delete the word “he” wherever it appears in the following provisions and substitute in each case the word “it”: sections 86, 109 and 111.(k)Delete the word “he” in the last line of section 119(1) and substitute the words “the Authority”.(l)Delete the word “his” in section 119(5) and substitute the word “its”.
