Clause 13

An application for planning permission, conservation permission or subdivision permission shall be made to the competent authority in the prescribed form and manner.

The competent authority shall seek to determine such an application within 3 months of receiving it but may, where unavoidable circumstances so require, defer his determination for such further period as he thinks fit.
