by inserting, immediately after the word “discretion” in the sixth line of subsection (1), the words “and subject to such conditions as may be prescribed”; and

by deleting subsection (2) and substituting the following subsection:“(2) The appropriate Minister may make rules to prescribe the offences which may be compounded under this section and the conditions subject to which, and the method and procedure by which, such offences may be compounded.”.
