Amendment of section 5

Section 5 of the principal Act is amended by deleting paragraph (b) and substituting the following paragraph:“(b)appoint and employ from time to time and on such terms and conditions as the Council may determine such officers, employees and agents as the Council thinks fit for the effective performance of its functions.”.
