licensees who provide any financial advisory service in respect of securities and, for the purposes of section 39(1), (2)(a) and (5), applicants for a licence to provide such a service; and

financial journalists.

“financial journalist” means a person who contributes advice concerning securities, or prepares analyses or reports concerning securities, for publication in a newspaper, but does not include such person or a person belonging to such class of persons as may be prescribed;

“relevant person” means a person referred to in subsection (1); and

a reference to securities is a reference to securities which are listed for quotation, or quoted, on a securities exchange or recognised trading system provider.
