Clause 169
Secrecy
(1)
Except as provided under section 168 and this section, the proceedings of a Committee shall be secret.
(2)
No member of a Committee shall disclose or divulge to any person, other than ––
(a)
the Minister;
(b)
any member or officer of the Council; or
(c)
any officer of the Authority,any matter which has arisen at any proceedings of the Committee unless he is expressly authorised to do so by the Minister.
