Rules
The Minister may make rules for carrying out the purposes and provisions of this Act, including rules for or with respect to all or any of the following matters:
(a)
the holding of meetings by the Council, the notice to be given of such meetings and the proceedings thereat, the keeping of minutes, and the custody, production and inspection of such minutes;
(b)
the opening, keeping, closing and auditing of the Council’s accounts.
