Clause 12

Except as otherwise provided in subsection (2), the provisions of this Act shall not apply to any land in respect of which a notification under section 5 of the principal Act has been published before 12th February 2007; and that land shall be dealt with in accordance with the principal Act as if this Act had not been enacted.

Section 9 of this Act shall apply to any pending proceeding before an Appeals Board that relates to any land in respect of which a notification under section 5 of the principal Act has been published before the date of commencement of section 9.
