Clause 27

Section 27(1) of the principal Act is amended by inserting, immediately after paragraph (b), the following paragraphs:“(ba)where the person is mentally incapacitated — with the leave of the Commissioner, by any of his dependants or any committee or committees appointed under the Mental Disorders and Treatment Act (Cap. 178) to manage his property;

(bb)where the person is dead — with the leave of the Commissioner, by any of his dependants or his estate, whether or not the estate has obtained a grant of representation;”.
