Rules
(1)
The Minister may make rules for carrying out the purposes and provisions of this Act.
(2)
Without prejudice to the generality of subsection (1), the Minister may make rules to prescribe —
(a)
the conditions and circumstances under which mechanical means of restraint or seclusion may be applied to patients;
(b)
the books and records to be kept in psychiatric institutions; and
(c)
anything which may be prescribed or is required to be prescribed under this Act.
(3)
The Minister may, in making any rules prescribe a fine not exceeding $5,000 or imprisonment not exceeding 6 months or both with which the contravention thereof shall be punishable.
