Clause 15

by deleting the words “service or” in paragraph (b);

by deleting the word “and” at the end of paragraph (b); and

by deleting the full‑stop at the end of paragraph (c) and substituting a semi‑colon, and by inserting immediately thereafter the following paragraphs:“(d)prescribing the procedure to be followed by the Council on receiving representations about restraining orders and when making recommendations to the President;

requiring the making, keeping and auditing of records of religious donations and anonymous donations received and accepted by religious groups, and requiring and otherwise providing for the production, examination and copying of those records;

requiring the making and keeping of records of affiliations, and the responsible officers and governing bodies of religious groups, and requiring and otherwise providing for the production, examination and copying of those records;

the creation of offences which shall be punishable with a fine not exceeding $5,000 or with imprisonment for a term not exceeding 12 months or with both;

for any matter necessary, permitted or convenient to be prescribed for carrying out or giving effect to this Act; or

matters of a saving or transitional nature consequent on amendments to the regulations.”.
